Eight years ago you honored me by electing me Clerk of the Spotsylvania County Circuit Court. As Clerk, I am responsible to you for processing all land recordings, major civil and criminal cases, appeals, judgments, divorces, adoptions, will probates, marriages, notary licenses, business names, concealed handgun permits, and maintaining all Circuit Court records, among over 800 statutory duties.
During these years, I have tried my best to justify your trust. I promised you I would make your Clerk’s Office one of the most modern in Virginia. That promise has been kept. The office now has a nationally recognized, innovative state-of-the-art land recording system with secure remote access. We are also only the second Clerk’s office in the state to offer electronic filing of mortgage releases. You were promised I would make the office more accessible to everyone by getting a law changed so that Clerks’ offices could open on Saturday. This was accomplished within six months, and the office became the first in Virginia with regular Saturday hours.
You asked for a professionally managed and customer friendly Clerk’s office dedicated to serving its citizen-owners as courteously and efficiently as possible. The staff and I pledged this level of service in the mission statement prominently displayed in the lobby and we are committed to practicing it every day in the office.
You wanted a financially responsible office that could competently handle $20 million a year and run on the fees generated by the use of the Clerk’s office, not local taxes. The office now receives clean audits from the state, is fee supported, and annually returns money to the county above its expenses.
Now I very much need your help to continue making the Spotsylvania Clerk’s office one you can be proud of: innovative, professionally managed, fully responsive and customer service oriented, and to ensure that the new Circuit Court building opening in 2010 is designed to meet your future needs.
